Was the Dog Owner Responsible for a Recent Dog Attack in Connecticut?

A recent dog attack in East Rock, Connecticut has many in our state talking about the importance of owner responsibility.  Though in this case the primary target of the attacking dog was another dog, the owner of the dog who was attacked was injured as well.

Many are upset that New Haven Animal Control has not done enough to remedy the situation.  Animal control does not believe that the dogs who attacked are a threat and that this was an isolated event.  However, many neighbors are not pleased with the lack of action.

In Connecticut the statue, or written law, states that the owner or keeper of the dog is fully responsible for all injuries and damages caused by the dogThough there are exceptions for those bitten while tormenting or abusing the dog or those injured while trespassing the law is clear: Owners are to be held responsible for their dogs actions.
