How do I find out the insurance company for the owner at fault?

A:

At the scene of a collision, it's important to get information about the other driver's car insurance company.  When the police are involved, the investigating officer is supposed to complete a form (usually called an "accident summary") that:

a.  identifies each vehicle by manufacturer, model and plate number,

b. identifies each driver by name, address, date of birth  and driver's license number, and

c. identifies each owner by name, address, insurance company and insurance policy number.

A copy of this form is given to each driver.

If the police are not involved, the drivers should exchange the same information.
