Workers Union Honors Connecticut Workplace Accident Victims

Groton, Connecticut is home to a memorial garden dedicated to those who have been killed or severely injured while on the job. A major workers union, AFL-CIO, one of the largest in the nation, has designated April 28^th as Workers' Memorial Day. This year members of the union joined friends and families in honoring Connecticut's on the job accident victims.

Dennis Popp, Mayor of Groton, was on hand to offer sympathy and pay his respects.

"We remember those who have given their lives at work and those who didn't come home or didn't come home the way they left," said Mayor Popp.

In one of the most violent work related incidents in Connecticut history, a disgruntled employee shot and killed eight workers at Hartford Distributors. The gunfire wounded two others. Just one month earlier two firefighters died while responding to a house fire in Bridgeport.

This year's memorial garden ceremony honored the fallen workers and highlighted an important issue for Connecticut workers and the union. Worker safety is incredibly important to both groups and many believe that increased safety legislation would help prevent on the job injuries and deaths.

Turkeys Play Chicken With Connecticut Drivers

Road hazards in Connecticut are not limited to potholes, slick roads and distracted drivers. In the past few weeks wild turkeys have been responsible for at least two accidents. Local auto glass technician, Jamie Page of Auto Glass Dynamics, sees an average of five windshields a year with turkey damage. However, he believes that the turkeys can do more than just shatter windows.

"Oh yeah it can come right on your lap. I've heard of people getting killed from it," says Page.

Fortunately for Kristen Pechout, she was not injured during her recent car/turkey accident on I-95 in Groton, Conn.

"I didn't think it was actually going to walk in the road, let alone take flight and hit my windshield," Pechout stated.

Pechout was able to maintain control of her vehicle and get to the side of the road. However, under the right conditions a driver could very well lose control of their vehicle and crash. The last driver whose car was struck by a turkey had to be taken to the hospital and treated for injuries caused by the accident.

Taking a Bite Out of Dog Attacks and Animal Cruelty in Connecticut

Knowledge is power. Bridgeport, Conn. animal control officer Jimmy Gonzalez is one of many who work to inform and empower school children about dog bite prevention and animal cruelty. Each time Gonzalez speaks with a class, roughly half of the students admit that they have been bitten by a dog. Yet only a few say that they have reported the bite to a parent or the authorities. He also reports that too many children are exposed to animal cruelty, even dog fighting.

Because of this, Gonzales, along with legislators such as Rep. Brenda Kupchick, are asking that Connecticut develop a curriculum on the humane treatment of animals for public schools. The curriculum would be aimed at not only recognizing and preventing animal cruelty, but also teach children how to avoid being bitten by a dog.

For example, Gonzales always asks classes what to do if you see an aggressive dog. The answer is always the same.

"Every kid says it: ‘run,'" Gonzales said. "Even some of the teachers say it."

However, this is the wrong answer. The right thing to do is to be a tree. This means standing very still, putting your hands on your chest and tilting your head down to avoid eye contact. The vast majority of the time the dog will lose interest and walk away.

Animal control officers, such as Jimmy Gonzales, believe that preventing both dog attacks and animal cruelty are not being taught at home. In fact, he too often hears children talk about how their parents or relatives punch, kick or otherwise abuse the family dog.

Because of this, and because of the danger of aggressive dogs and the number of dog attacks in the state, Gonzales and Rep. Brenda Kupchick hope to get the message of animal safety out to all of the states children.

Proponents believe that learning about the proper treatment of animals, along with the best ways to prevent a dog attack, will help keep the children and animals of Connecticut safe. For example, Gonzales says that nearly every child he speaks in to the schools believes that the best thing to do when confronted by an aggressive dog is to run. However, running is the worst thing a child can do. Instead, dog safety experts recommend standing as still as possible with hands placed on the chest and chin tucked in, avoiding all eye contact with the dog.

Driver Pleads Not Guilty in Fatal Hit and Run Accident in Hartford

March 16, 2011, Hartford, CT, - Ian Carter-Sullivan, the man accused of a fatal hit and run accident that killed a man last December, has pleaded not guilty, Courant.com has reported.

Carter-Sullivan announced his plea in Superior Court on March 15^th. He is still in custody and his bail is set at $750,000. His next court date is scheduled for April 19^th. Carter-Sullivan had been arraigned in Manchester, but his case was handed over to Part A in Hartford, which handles weighty felonies.

He was arrested on January 20^th, for the car crash that occurred December 3^rd in Glastonbury claiming the life of Christopher Blanchard, 43.

The hit and run accident happened near Route 2 on Hebron Avenue shortly before 8 p.m. Carter-Sullivan was driving his mother's car, a Ford Taurus. According to the warrant, police said Carter-Sullivan stated that he took his eyes off the road to check the speedometer and when he looked up he saw someone. He then stated that he heard a noise when the collision occurred.

He reportedly told police that he regrets not stopping to offer assistance. Although Carter-Sullivan acknowledged hitting someone, he stated only a few details which did not include how he arrived at home so soon after the fatal hit and run accident. He did, however, recall that he had a panic attack once at home.

He contacted the police the next day, after he was made aware that Blanchard had died.

Canaan Man Dies After Pickup Truck Runs Off the Road in Torrington

March 16, 2011, Torrington, CT. - A Canaan man died on March 15^th when his pickup truck ran off the road and crashed into a culvert in Torrington, Courant.com has reported.

According to police, the fatal pickup truck accident that claimed the life of 52-year-old Terrance Morgan occurred on South Main Street. He was the sole occupant in the 2002 Toyota Tacoma.

Police were notified of the single vehicle accident shortly after 7:30 a.m. Based on a preliminary investigation, they believe Morgan was driving northbound on South Main around Bogue Road. It's possible that Morgan started veering left, although the road curves to the right.

Police said he went across the center line, crashed through guardrails, and slammed into the culvert. Authorities pronounced him dead at the accident scene. He had been wearing a seat belt and the pickup truck's airbags had deployed.

It's not known however how much time had passed before anyone noticed the single vehicle accident because the culvert is located underneath the roadway.

Darien Man Seriously Injured After Crashing into Utility Pole, Wall in Connecticut

March 16, 2011 - Darien, CT. - A 19-year-old suffered serious injuries on the morning of March 12^th when his car slammed into a utility pole and then hit a wall before ramming several trees, Courant.com has reported.

According to police, the driver, whose identity has not been disclosed to the public, was traveling north on Brookside Road around Granaston Lane. It was around 2:30 a.m. when the driver apparently lost control of the vehicle and struck a utility pole. The impact caused the man's car to collide with a stone wall and then hit some trees, said Jeremiah P. Marron Jr., a police sergeant.

The driver, who resides in Darien, was transported to Stamford Hospital. At the time of this posting, his condition was unknown.

Brookside Road had to be closed from Granaston Lane to Appletree Road as investigators studied the car accident scene. Connecticut Light and Power also had to replace the utility pole.

Connecticut State Trooper Faces DUI Charge after I-84 Crash

March 23, 2011, Hartford, CT - A Connecticut police trooper faces drunk driving charges in connection with a DUI accident that occurred in February, Courant.com has reported.

According to published reports, 47-year-old Timothy Kradas, a lieutenant, had been suspended indefinitely after he apparently lost control of his patrol car and collided with a box truck while he was driving on Interstate 84.

On March 9, Kradas turned himself in at Troop H headquarters in Hartford, according to police. He was released on $2,500 bail and has a court appearance scheduled for March 28 in Manchester.

The state trooper's arrest involves a DUI accident reported on February 2. Kradas was working that day, police said, when he was traveling east on I-84. His cruiser crashed into the box truck close to exit 59 and he suffered multiple injuries so severe he had to undergo surgery at Hartford Hospital.

Police who responded to the scene found empty beer cans littering the cruiser as well as a container with tomato juice and alcohol, sources said.

Kradas has been charged with driving under the influence, following too closely, littering, and not wearing a seatbelt.

The box truck driver, 61-year-old Lambert Williams of Dorchester, Massachusetts, was not injured and has not been charged in connection with the DUI accident.

Fatal Head-On Collision in Guilford Kills 1, Injures 2 on Durham Road

March 10, 2011 - Guilford, CT - A fatal car accident on Durham Road on March 2 left one man dead and 2 others injured after a head-on collision.

WFSP Hartford News reports that a 35-year-old female driver was traveling northbound on Durham road late afternoon on Wednesday. She and her 14-year- old passenger were struck by a vehicle driven by John Murphy, 67. Murphy's vehicle was traveling southbound at the time when it swerved into the northbound lane, striking the other vehicle head on.

All 3 vehicle occupants were taken to Yale New Haven Hospital where Murphy was pronounced dead. The female driver of the other vehicle was listed in critical condition while her younger passenger was treated for minor bumps and bruises. There is no word yet on whether or not charges will be filed as police are still investigating the cause of the fatal car accident.

Youth Officers in Middletown, CT Suffer High Rate of On the Job Injury

Youth service officers at the Connecticut Juvenile Training School in Middletown, CT are reportedly suffering higher on the job injury rates than prison workers and state police. Currently, 26 workers are out of work on workers compensation claims, most of these stemming from workplace violence. The staff members are taking steps to try and expand the amount of force they can use when the boys at the school become violent.

Over 100 boys are currently in the school, which is a treatment facility for boys ages 12-17. The boys have been designated as delinquent and are in CJTS to learn and become more productive members of society.

However, workers are concerned that their safety is at risk each time a boy becomes violent. They are limited as far as restraining the boys or dealing with behavioral problems. However, the superintendent of CJTS, William Rosenbeck, believes that the boys in the facility can be handled using less violent methods.

Currently CJST officers are required to use the Safe Crisis Management system, which implements practices such as verbal interventions, guiding a child away from the scene or placing them in different standing or sitting positions. He reminds workers that they are dealing with children, not adults.

As the dispute between the city of Seymour, Conn. and ConnDOT continues, city residents are left dealing with a slippery mess. The dispute revolves around a strip of Route 115, Main Street in Seymour.

While ConnDOT maintains that they are only responsible for the driving lanes of the state highway, the city says that they do not have the money in their snow removal budget to remove the rest of the snow and ice. This remaining snow and ice impact those who park along the street. Residents and visitors can be seen carefully picking their way around their vehicles to reach the relative safety of the sidewalk.

Snow and Ice Contribute to Over 100 CT Car Accidents

Ice, snow and wind are being named as major contributing factors to over 100 accidents in Connecticut. Connecticut State Police were kept very busy, responding to accidents both serious and minor over the last two days. In addition to the 145 accidents, state authorities have responded to over 1,700 calls for assistance. These calls vary and include drivers who are stuck and have run out of gas and others stuck in snow banks.

Ice, more than snow, was a major danger to drivers across the state. Ice on the roadways, either black ice or that hidden by blowing snow, caused many of the accidents. However, police know that if drivers would slow down and avoid driving too fast for conditions, the number of accidents during a winter storm would decrease.

Along with the dangerous road conditions across Conn. there were more than 7,000 power outages reported, half of these in Norwalk and thousands of others in Bridgeport and Fairfield.

Seymour, CT: A Slip and Fall Accident Waiting to Happen?

Residents and visitors of downtown Seymour, CT are in for an unpleasant surprise. A battle between who is responsible for the parking lanes of state Route 115, also known as Main Street, has left many in danger of getting stuck or suffering from a slip and fall accident.

83-year-old resident Pete Giovacchino was recently seen moving carefully, leaning on his cane, in an attempt not to slip between parked cars and the curb. Giovacchino is a landlord and has been out clearing snow. He wonders why the town can't do the same.

"I'm going crazy coming out in the middle of these storms clearing the sidewalks for my tenants here. I'm 83 years old, and I can come out and do it. So, why can't Seymour plow this street?"

Well, according to the town of Seymour the state is responsible for clearing the entire road. However, the Connecticut Department of Transportation says that they are only mandated to clear the travel portion of the roadway.

In the meantime, residents are caught in the middle of the slippery mess. Serious Accident Caused by Meriden Teen in Stolen Car

A car crash on Westfield Road is being blamed on the erratic driving of Meriden teen. The driver, Carlos Acevedo of Dilbert Road, is accused of driving the stolen car and crashing it a short time later. Police believe that Acevedo saw a police car, on patrol looking for the stolen car, and panicked, driving off at a high rate of speed and running a red light. When police found the car it had crashed and landed on its side in a snow bank. Before overturning Acevedo reportedly hit an SUV. The driver of the SUV was treated and released for minor injuries.

The lone passenger in the stolen car was found half ejected from the car, pinned down by the vehicle. He sustained serious injuries and was transported by Life Star to Hartford Hospital. Acevedo was also treated for minor injuries caused by the accident.

Acevedo is currently being held by the Meriden Police Department and will be facing charges or first-degree assault, first-degree larceny, criminal trover, reckless driving and operating without a license. At the time of this report the severely injured passenger had been upgraded to serious but stable condition.

Bolton Lakes Sewer Project Under Fair Wage Investigation

An official investigation into the payroll practices of two Connecticut construction businesses has been announced. The Labor Management Foundation for Fair Contracting of Connecticut has requested that the Connecticut Department of Labor investigate two firms that have been working on the multi-year Bolton Lakes Sewer Project in Bolton, CT.

Fuss & O'Neill, of Manchester, CT and Simcroft-Echo Farms, based out of Simsbury, CT, have been working on the large scale construction project for some time. The concern is that the companies have not been providing fair wages and benefits to their employees. Concerns were also raised over an on the job accident in which a construction worker was injured when a Bobcat backed over him on the Rt. 44 construction site.

Charles LeConche is the business manager of the Connecticut Laborers' District Council. He has concerns that he hopes will be addressed by the upcoming investigation.

"I would just like to make sure all workers on Bolton Lakes Sewer Project are paid according to all prevailing wage laws. We need to make sure the job worksite is safe and that all quality construction standards are strictly followed on a daily basis," said LeConche.

Stratford, CT Firefighters Injured During Accident on I-95

Two fire rescue trucks were struck while responding to multiple accidents on I-95 near Stratford, Conn. The trucks had just arrived on the scene of one accident and were parked in the center and left lanes when a semi-truck hit the first fire engine. Soon after another tractor trailer hit the second fire truck. Both trucks were struck on the right rear corner and according to Fire Marshal Brian Lampart the trucks were "totaled".

Amazingly, the impact of the crash caused only minor injury. Two firefighters were taken to a local hospital for treatment and all seven were released from duty and sent for evaluation. The lack of serious injury is being attributed to the fact that the emergency workers had not yet left the trucks when the crash occurred.

An off-duty Westport firefighter sent radio transmissions to the on-scene firemen, alerting them of the two initial accidents and warning of icy road conditions. Seven seconds after arriving on the scene the first fire engine was hit, followed shortly by news of the second fire engine being struck as well.

Connecticut: Injured Worker Wins Employer Retaliation Case

For the second time in less than three years a Connecticut railroad company has been reprimanded by OSHA for retaliating against injured workers. In the newest case, Metro-North was fined and made to take corrective actions after an employee from Meriden, Conn. was disciplined after suffering from an on the job injury. After reporting the company for a 10-day suspension following the injury the man was given another 30 day suspension.

OSHA agreed that the second suspension was unwarranted and awarded the injured employee $75,000 plus legal fees.

The other case against Metro-North was settled in 2009 when it was found that four employees were retaliated against after being hurt at work. Two of the employees were injured while working in Connecticut.

Injured Worker Wins Against Connecticut Railroad Company

A "whistleblower" is a worker who reports their employer for safety violations or an on the job injury. Though there should't be negative connotations or repercussions attached to so called whistleblowing, the U.S. Occupational Safety & Health Administration (OSHA) investigates thousands of whistleblower cases each year.

Recently, OSHA levied serious punishments and fines against the Connecticut railroad company, Metro North Commuter Railroad Co. The rail yard, based out of New Haven, Conn., was found to have retaliated against an employee after he reported an on the job injury. OSHA found that the company violated the whistleblower provisions of the Federal Railroad Safety Act when they disciplined the employee for reporting his injury.

Marthe Kent is OSHA's New England regional administrator and she recently spoke about OSHA's findings.

"Taking repeated disciplinary action against an employee who exercised his legal right to report an on-the-job injury and voiced a complaint about retaliatory treatment by his employer is unconscionable."

OSHA has ordered the railroad company to both pay the worker $80,500 in damages and attorney fees and to take corrective actions to expunge disciplinary actions and references to the worker from company records.

Connecticut Tavern Settles Over 2008 Fatal Motorcycle Accident

Connecticut State's Liquor Control Division has agreed on a punishment for John's Mystic River Tavern. The bar was accused of serving alcohol to an already intoxicated person after a man and his passenger left the bar on a motorcycle and were killed during a crash.

Stonington police reported the motorcyclists' blood-alcohol level to be .14, well above the legal limit of .08. Originally the state had set the fine at $10,000 with a 30-day liquor license suspension. However, the bar made an counter-offer of a five day suspension and a $5000 fine to be paid over one year.

The state rejected the offer and made plans to begin a hearing. However, the Cottrell Street bar made a new offer of a 15-day suspension and a $5000 fee to be paid over six months time. The state accepted this offer.

This settlement has nothing to do with possible civil proceedings against the bar on behalf of the two people killed in the accident. At the time of this report there was no word as to the possibility of a civil wrongful death lawsuit against the bar.

Working Toward Zero Teen Deaths In Connecticut

In 2008 Connecticut adopted more stringent teen driver laws. Many are attributing a ten year low teen driver fatality rate to the new regulations. The recent tragic accident that took the lives of three teens brings the issue of teen driver and passenger safety to the forefront. As we grieve we also turn our efforts toward preventing this type of accident from occurring ever again. But how can we do this?

The new laws and regulations seem to be helping. The laws include stricter penalties for violations and immediate license revocation for driving under the influence and excess speed. However, police and safety experts know that laws are not enough to bring the teen fatal car accident numbers to zero. It is up to high schools, parents and law enforcement to help teenagers understand the consequences of their actions.

One school, Amity Regional High School in Woodbridge, has established a Students Against Destructive Decisions chapter. One issue the group works to promote is teen driver safety. With the use of speakers and educational programs the Woodbridge chapter hopes to keep the teen driver safety dialogue open. Gary Lindgren is the groups advisor.

"Every two years, just before Homecoming, we have an assembly featuring MADD's 'The Hard Truth', which is a program that provides the facts and consequences of drinking and driving."

Hartford Man Apprehended in Connection to Deadly Hit and Run Accident

Nine months after a fatal hit and run accident in Hartford a suspect has been arrested. In the early morning hours of March 27, Robert Suljoti, a 46-year-old man from Wethersfield, was on his way to work, crossing Retreat Avenue toward Hartford Hospital, when he was struck by a car. The gray Acura was said to have been traveling at a high rate of speed when it struck Suljoti and drove away. Later that day police found the car crashed into a fence on Maxim Road in the South End. The accident killed Suljoti. The driver was not immediately apprehended.

At the time, and for months after, police urged someone to come forward with information about the crash. However, leads grew cold and though a man wanted for questioning was sought there were no arrests made in connection to the case.

Now, nearly a year later, a man has been taken in for questioning. Hartford police had been looking for the suspect and he was finally apprehended on outstanding arrest warrants from Windsor, Conn. Though the accident is still under open investigation police hope that the apprehension of the suspect will put them one step closer to making an arrest.

Connecticut's Operation S.A.N.T.A. Strives for Zero Holiday Accidents

Workers Compensation Rates Skyrocket in Connecticut

Connecticut employers are facing dramatic workers compensation insurance rate hikes. The increases were proposed by the National Council on Compensation Insurance and approved by state insurance regulators and will take place January 1. Though average policy increases will be 5.8 percent, some will see increases of 31 percent.

Lori Pelletier is the secretary-treasurer with the Connecticut AFL-CIO. Last legislative session her organization lobbied for the creation for a nonprofit workers compensation insurance company. However, the bill that supported the state chartered mutual insurance company died in the House. Pelletier, and others such as Sen. Joseph Crisco, will be pushing to try the bill again after the first of the year.

"Absolutely we are going to pursue it," said Pelletier. "It makes business sense."

Proponents of a new bill believe that the creation of a competing workers compensation insurance company in Connecticut would bring down insurance costs by increasing competition in the market. The state plan would, hopefully, bring down costs for businesses, allowing them to expand and offer better benefits to their employees.

Connecticut workers' compensation is intended to help injured workers pay for medical care and rehabilitation costs. Loss of wages, both temporary and permanent, should also be covered by workers comp.

Frosty Windshields Cause Too Many Accidents in Connecticut

Though everyone understands the morning rush to get out the door and on the road, Connecticut State Police are urging drivers to take the time to thoroughly clean their windshields.

"By law, one needs to have a windshield that's free of obstruction. Scratching out a small hole in the ice is a violation of the law," Lt. J. Paul Vance said. "You need to have complete visibility of, ideally, 360 degrees. You need to be able to see."

This lesson was not lost on a Trumbull teen who struck a pedestrian while pulling over to clear his windshield. The boy was driving on Scenic Hill Road when he struck a mother who was walking her son to school. Police reported only minor injuries.

The driver was issued a ticket for reckless driving. Though he claims to have scraped the windshield before leaving his home, Connecticut DOT spokesman Kevin Nursick warns that if the car is not warmed up the windows can re-freeze.

Other winter driving hazards include driving too fast for conditions and driving in slippery conditions without adequate treads on ones tires. Turning on a cars lights whenever windshield wipers are in use is another way drivers can protect themselves from winter driving hazards.

Stamford, CT Scrap Yard Worker Injured on the Job

The Connecticut Division of Occupational Health and Safety (OSHA) is investigating an on the job accident in Stamford, CT. The accident occurred when a worker at a local scrap yard was hit on the head while on a conveyor at the yard.

The man was treated for a facial laceration. Though he was wearing a hard hat at the time, his face was not protected from the blow. Fellow workers immediately stepped in and provided basic first aid to the worker. Stamford Fire & Rescue Captain Patrick Tripodi said that the workers did the right thing in their basic treatment of the man.

"His co-workers did a good job," Tripodi stated. "They kept him still and didn't try and pick him up or bring him down. That is one thing we encourage."

Stamford Fire and Rescue had to strap the injured worker to a rescue stretcher to immobilize him before lowering him to the ground using a combination of ropes and ladders.

According to Tripodi the man seemed confused when firefighters arrived on the scene. Confusion in an injury victim can sometimes be attributed to a head injury.

Dogs Death in CT: Justified or Worthy of Criminal Charges?

Though the incident in Middlefield occurred months ago, there is still a buzz surrounding the death of a newly adopted German Shepherd named Buddy. The dog, placed in its new home for only two days, was shot and killed when it bit the owner twice. According to reports, the owners contacted the rescue group from whom they adopted Buddy, but when the dog was not immediately removed from the home they took matters into their own hands and shot the dog.

Connecticut law is on the side of the owners as by law a dog's owner may put down a dog if it bites or attacks. However, many believe that in this instance the owners did make the right choice and should have waited for the dog to be removed.

Dog Killed After Biting New Owner: The Controversy Continues

Buddy was adopted by a Middlefield woman. Two days later he was dead, shot by her live-in boyfriend for allegedly biting her twice. The American Society for the Prevention of Cruelty to Animals, along with the local Humane Society, remain outraged that the new adoptive owner took such drastic measures.

However, Connecticut law is on side of the owner and her boyfriend. In addition to the fact that owners may kill their dog after an attack or severe bite, the new owners were not made aware that the dog had a bite history. Police say that this exposed them to harm and makes the woman a victim, not a criminal.

The investigation showed that after the bite incidents the owners called the rescue group who fostered Buddy but he was not immediately removed from the home. Police believe that the foster group should have turned him over for a 14-day quarantine as soon as they knew about the bites.

Both the Connecticut Humane Society and the foster group say they will be taking steps to ensure something like this doesn't happen again. They say that they will now get references from all who will be in contact with the dog.

Dog that Bit Elderly Brooklyn, Conn. Resident in Quarantine

An elderly person was walking on Ventura Drive near the intersection of Fortin Drive when a medium -sized tan dog attacked. Though information is limited it was reported that the dog was a tan pit-bull type dog. The incident took place on November 3 in Brooklyn, Conn.

The Northeastern Connecticut Council of Governments, part of a system of regional councils throughout New England, was responsible for ensuring that the dog was placed under quarantine. In Connecticut any dog who bites or attacks, if found, must be placed under quarantine. This type of quarantine generally lasts 14 days.

John Filchak is the executive director of the council and was responsible for issuing a public news release concerning the incident. Information that led to the apprehension of the dog was received days after the bite.

No information was available as to the identity of the dog's owner or if any charges will be filed.

Celebrating the Thanksgiving Weekend with a toast or two does not bother Connecticut State Police. However, doing so and then getting behind the wheel can land you in trouble with the police and even worse, can cause a serious accident.

Because of the increase in drunk driving over the Thanksgiving weekend the State Police will once again be participating in Operation CARE. The national program gives state police a highway safety plan for dealing with drunk and aggressive drivers. As part of Operation CARE both state and local police will be performing sobriety checkpoints and increased DUI patrols.

Though police hope that their efforts will decrease the number of drunk drivers on the road this year they know that accident and DUI prevention starts at home . Police remind holiday travelers that state law requires motorists to slow and, if possible, move over when passing an emergency vehicle. They also urge parents to speak with their children about the dangers of underage drinking. Commissioner James Thomas echoes this message.

Will a Bill Create Safer Teen Drivers in Connecticut?

A national grant program may have an impact right here in Connecticut. The Students Taking Action for Road Safety Act of 2010 (STARS) has been presented to the House of Representatives. The large bill, totaling $25 million per year, would fund programs here in Conn. and across the nation.

The goal of the bill is to increase awareness of safe driving among high school students. As we have discussed before, driver distraction, due primarily to passengers and electronic devices, are common among teens and young adults and a major cause of serious accidents.

The bill's supporters hope to boost support for student-led groups that work to promote teen safety programs. National and state teen safety driver conferences would also be held, along with outreach programs that target parents of teen drivers.

The question is: Will the bill work to prevent teen driver distraction? Though we are hopeful, the only thing we can be sure of is that good driving starts at home. You, as the parent of a teen, are the best deterrent of distracted driving. Leading by example, put down the phone and drive. Also, establish basic safe driving guidelines and talk often about the importance of safe driving.

Teen Drivers Receive National Attention

A new grant program has been presented to the U.S. House of Representatives. The Students Taking Action for Road Safety Act of 2010 (STARS), if passed, will authorize $25 million a year from 2011 to 2015. This money will fund programs that will help the safety of teen drivers and those they share the road with by:

Working with student-led groups from schools in Connecticut and nationwide to plan and implement teen safety programs.
Providing sub-grants to schools to establish and expand student groups.
Conducting outreach programs that work to inform parents as to how they can help prevent teen driving accidents.
Collaborating with law enforcement to increase awareness and the use of police led safety programs.
Organizing and hosting teen safety driver safety conferences on the state and national level.
Establishing partnerships and encouraging collaboration among teens and public, private and nonprofit entities.
Funding the position of a state and/or regional teen safety program coordinator.

In addition to the above programs and initiatives, $500,000 of the funds would go toward the establishment of a technical assistance center that would provide training to dedicated schools, student leaders and advisors across the nation.

The newly established Teen Driver Advisory Council would work on creating prevention strategies for reducing both injuries and fatalities involving teen drivers.

Multiple Workers Injured During Separate Conn. Construction Accidents

In Connecticut a total of five workers were injured in two separate construction accidents this month. All injured workers sustained injuries that are considered serious. Both accidents involved the failure of a structural support beam.

The beam that fell at the construction site at Yale University in New Haven pinned one employee after striking a mechanical lift that held two workers. The other beam fell into a large trench during a collapse, striking one worker in the head. Both accidents are being investigated by OSHA.

Driver Cited After Accident With Connecticut Trooper

Emergency personnel are often in danger when they respond to accidents. When weather conditions are poor, these dangers increase exponentially. This week, a 25-year-old Belchertown woman slammed into the back of a Connecticut state trooper's cruiser that has stopped to assist at the scene of an accident on an on-ramp to I-91.

The pavement was wet from recent fall rains and when the driver, Melissa Sullivan of Belchertown, Ct., saw the flashing lights she applied her brakes. However, due to her sudden braking, excessive speed and the slickness of the road her car did not stop and instead hit the rear of Trooper Joseph E. Smigel Jr.'s cruiser. Both vehicles were reported to have sustained minor damage.

After complaining of back and neck pain, Officer Smigel was transported to Middlesex Memorial Hospital in Middletown where his condition was evaluated. Both the officer and the driver were wearing their seat belts at the time of the accident.

Sullivan has been charged with driving too fast for conditions.

Four Workers Injured in New Haven, CT Construction Accident

The construction site of a Yale University chiller plant in New Haven, Ct is now the site of an official investigation by the U.S. Occupational Safety and Health Administration (OSHA). The accident occurred as two workers were inside a mechanical lift, working on the construction of the building. A large I-beam fell onto the workers and the lift, causing them to fall to the ground.

According to Assistant Fire Chief Ralph Black, "it was unclear if the other two injured workers were somewhere elevated in the structure and fell to the ground with the beam falling on top of them or they were on the ground when the collapse happened."

Four workers were injured during the collapse, one being pinned under the beam from his knees to his hips. Crushing injuries were apparent and rescue workers employed high-pressure air bags and other lifting equipment to free him from the wreckage.

The other three workers suffered serious injuries as well, to include broken bones, crushing injuries and potential internal injuries. However, all four were conscious and alert as they were taken away by emergency medical personnel.

One Worker Seriously Injured During Milford, CT Construction Accident

A construction worker was seriously injured when the trench he was working in collapsed without warning. The accident occurred in Milford, CT along Mayflower Place.

A crew from Ralph Camputaro & Son Excavating was working on a large sewer project on contract with the city when the accident occurred. The men were doing sewer and storm drainage work when the 20-foot-deep trench unexpectedly collapsed. The collapse caused a metal support beam to come loose, hitting one worker on the head.

It took fire crews, along with the help of fellow construction workers, 30 minutes to extract the injured worker from the trench. The man was taken to Yale-New Haven Hospital where he is being treated for serious head, neck and back injuries. Hospital personnel report that the injuries were non-life threatening.

As with any serious on the job accident or injury, officials from the U.S. Occupational Safety and Health Administration (OSHA) will be launching a full investigation. The government agency will be looking to see what, if anything could have been done to avoid the accident.

"Best Bet" Booster Seats Keep Connecticut Kids Safe

The Insurance Institute for Highway Safety recently released their report on booster seat selection and safety. Though many believe that booster seats are optional, just an extra child product to mess with, in the event of an accident the proper use of a booster seat for older children can mean the difference between life and death.

According to a 2009 study, children ages four to eight who ride in booster seats in the back seat are 45 percent less likely to sustain injuries in crashes than children wearing only seat belts.

Heeding calls to make booster seats easier to use and safer for children, car seat manufacturers have made strides in improving the quality of boosters. While last year the IIHS only awarded their "Best Bet" award to nine of 60 seats, this year the number of top rated seats was much higher. This year top marks were given to 21 of 72 booster seats.

Due to the fact that the seat aids in seatbelt placement and does not restrain the child the Institute doesn't conduct crash tests. Instead, they look at how well the booster aids in proper seat belt placement in most vehicles.

Injuries Reported After Two Car Accident in Westport, Conn.

A late morning car crash in Westport, Conn. injured the drivers of the two vehicles involved. Though police have not released the cause of the accident initial reports show that Westport Fire Department, Connecticut State Police, Westport EMS and Norwalk Hospital Paramedics responded to the accident.

The crash took place on southbound Merritt Parkway between exits 41 and 40. First responders reported finding two vehicles with their airbags deployed and serious body damage. One vehicle had left the roadway and hit several small trees before coming to a stop back on the road.

EMS workers and firefighters worked to treat the injured and transport them to Norwalk Hospital. Both cars spilled fluid and clean-up took some time.

Emergency workers credit the lack of serious injuries to the use of seat belts and air bags in both vehicles. The combined use of air bags and seat belts has contributed to many thousands of reduced injuries across Connecticut and the nation.

Driver Arrested After Deadly Accident with Connecticut Police Officer

The man who is being held responsible for the death of a Connecticut police officer was recently arrested in Vermont. 32-year-old Michael Pajak of Enfield, Ct. is being held on charges of manslaughter, DUI and other crimes. Court records show that Pajak has a criminal record to include distracted driving and jail time for assault and drug crimes.

Pajak was traveling northbound on I-91 when he lost control of his vehicle and smashed into a police cruiser on the shoulder of the road. The officer was making a routine traffic stop when he was struck by Pajak. Both Pajek and a passenger were treated for injuries after the accident. It was reported that Pajek was having an argument with his girlfriend, the passenger, when the accident occurred.

Thousands of police officers from as far away as California and Louisiana attended the funeral of Trooper Kenneth Hall. The governor, along with hundreds of civilians, lined the street during the procession.

Two Connecticut Workers File Lawsuit After Construction Accident

Recently a construction accident along Interstate 95 in Connecticut seriously injured two workers. The accident occurred with the steel rebar that had been set up to aid in a major construction project collapsed, pinning one worker and injuring a second.

Connecticut State Police Report 249 Accidents Over Labor Day Weekend

Despite their efforts to reduce auto accidents this Labor Day Connecticut State Police reported 249 accidents over the three day weekend. Of these accidents, two were fatal and 50 lead to serious injury and hospital care. In addition to responding to auto accidents across the state, police also issued several thousand citations.

The massive prevention and citation campaign was part of Operation CARE (Combined Accident Reduction Effort). State police try and use their presence to deter motorists from making bad choices, especially over holiday weekends such as Labor Day.

This year the Connecticut State Police issued over 1,600 citations for speeding, 261 seatbelt violations, 64 drunk driving citations and nearly 3,000 other violations. These violations include cell phone use while driving. Several arrests were made for drug-related charges and other traffic or motor vehicle infractions. After he nearly struck a state trooper's cruiser a Litchfield man was arrested on several charges that ranged from driving under the influence to possession of a weapon.

Despite their best efforts the number of crashes in Connecticut rose this weekend. We hope that future holidays prove less dangerous to the drivers and bikers of our great state. Conn DOT Warns Drivers Against the Dangers of Talking and Driving

Though another crackdown on cell phone violations is drawing to a close, Conn Police are still ticketing drivers who continue to talk, text and drive. Officers and the Conn DOT officials know all too well that the distraction of texting and driving has lead to many serious accidents.

According to the Institute for Highway Safety, drivers who use hand-held devices are four times as likely to get into crashes serious enough to injure themselves. In addition, nearly 600 people were killed nationwide in 2008 due to distracted driving.

Local law enforcement and the NHTSA have gotten together to continue the implementation of the nation's first crackdown campaign against distracted driving. Police hope to not only catch violators, but to make people more aware of the dangers associated with distracted driving. The Governor's Highway Safety Representative Robbin Cabelus has some harsh words for those who continue to break the law by using their phones while driving.

Biker Injured During Connecticut Memorial Ride

Two months ago two Bridgeport firefighters lost their lives as they battled a fire. In order to honor their memory and their sacrifice bikers from across New England organized a tribute ride.

The memorial ride, which included at least 2,000 riders, went smoothly until a driver pulled in front of a biker, causing a serious accident that injured one of the rides participants.

The injured biker was struck a vehicle when it pulled out into the street where there was a small break in the line of bikers. He driver, of Newtown, has been cited for multiple infractions to include a stop sign violation, driving in the improper lane and improper passing.

The biker, of Massachusetts, was treated at Danbury Hospital and later released.

Biker from Darien Seriously Injured in Motorcycle Accident

A young bike rider was seriously injured when his motorcycle left the road and struck several trees. The rider, David Sabini of Darien, was observed by a police officer to be driving down Noroton Avenue in an erratic manner. When the officer attempted to pull the biker over he fled at a high rate of speed.

The officer was still in pursuit of the motorcyclist when he came upon the scene of the accident. Sabini had apparently left Middlesex Road near Holly Lane and hit several trees and a stone wall. Police believe that the motorcycle was traveling at a high rate of speed at the time of the accident.

The victim was taken to Stamford Hospital with life-threatening injuries. At the time of this report he has been listed in stable condition.

Condo Collapses in Norfolk, Conn.- Several Workers Injured

A large explosion, followed by a fireball and plume of smoke and dust, virtually flattened a condo on Norfolk, Conn. The condo, part of the Village at River's Edge 55 and over community, was under construction when the blast occurred. Though there is no official cause of the explosion it has been reported that workers were installing a propane heating system at the time.

At least one worker was badly burned during the explosion. Firefighters found a second worker trapped under piles of debris. The fire fighters were going through the wreckage when they heard a voice. After an hour of digging they were able to free the worker. He was taken by ambulance to a Boston hospital.

According to Fire Marshal Stephan Coan there were a total of five people injured in the explosion. First responders called the scene "sheer chaos". The blast was powerful enough to flatten the building, tear vinyl siding off of a house across the street and was felt at offices up to a mile away.

Connecticut Health Care Workers Strike Over On the Job Injury Dispute

Employees working with the elderly in two Connecticut nursing homes are on strike. The strike comes after contact negotiations with Spectrum Corporation that included a pay cut to $10 an hour for any worker injured on the job. This was unacceptable to the workers, union officials and local politicians. In addition, the corporation has been cited by OSHA as the company with one of the worst safety violation records in the state.

The two nursing homes in question are Hilltop and Birmingham. The workers have been on strike for 101 days and on Saturday a ten mile caravan helped bring attention to the workers plight. The caravan of community supporters, elected officials and union members walked and drove from New Haven to Ansonia and Derby. Carmen Boudier, president of 1199 New England, was a speaker during the march and rally.

"Our members have devoted years of their lives to the patients inside," she stated. "These workers are fighting to give the best health care. They deserve to be treated with respect."

Many of the family members of the workers patients support the workers decision to strike. They have even formed a group to support the strike. 400 nursing, dietary, housekeeping and laundry workers went on strike April 15. It has been more than one year since their contracts expired.

Danbury, Ct Hospital Cited by OSHA for Dangerous Work Conditions

An investigation into cases of patient caused injuries may lead to a fine for Danbury Hospital in Danbury, Ct. The six-month investigation, lead by the U.S. Occupational Safety and Health Administration, found multiple cases of serious patient caused injuries.

During their investigation OSHA found that in the last five years 25 patient caused injuries lead to time off for hospital employees. These cases caused workers to miss 399 days of work and perform 212 days of limited duty.

In addition, 119 other cases of patient-on-worker violence were reported. These incidents did not lead to injury or loss of work for employees.

OSHA has found that Danbury hospital had not put enough measures in place to protect their staff from patient violence. They found that the large hospital has not prevented patients from smuggling in drugs, knives and guns.

Child Mauled by Dog Works to Recover and Pay her Medical Bills

A day visiting her father ended in serious injury for one Middletown, Conn. child. Abbi Sheehan was mauled by a pit bull nearly two months ago while staying with her father. The dog, which caused serious damage to her face, has been euthanized. Abbi suffered five deep lacerations and a torn eyelid. These injuries led to reconstructive surgery at Connecticut Children's Medical Center. Grafted skin from her temple was used to recreate the missing eyelid.

Though doctors have done well in treating Abbi the family was concerned about paying the expensive hospital bills.

Abbi knew this and despite her injuries she has begun to help pay for her medical care- One bracelet at a time. Adults Text and Drive More Than Teens

Though we like to think that teens are the ones with a texting problem it turns out that adults are just as likely to text and drive. A recent report by the Pew Research Center's Internet & American Life Project found that 47 percent of adults who text have sent or received text messages while driving. However, only 34 percent of texting teens report texting while driving.

Norwich Biker Seriously Injured During Motorcycle Accident

A young man from Norwich was listed in critical but stable condition after he was injured by a vehicle that hit him from behind. The biker was waiting at a red light when, according to police, he was struck from behind by another vehicle.

The accident occurred at Sachem and Washington near Chelsea Parade. The driver, a 78-year-old man from Colchester, had not yet been charged at the time of this report. The biker was not wearing a helmet at the time of the accident.

The biker, Sergio G. Yraita, was taken to The William W. Backus Hospital in Norwich. Recently his condition was upgraded from critical to good. The road was closed for some time as police conducted an accident reconstruction. Police are still investigating the accident.

This accident was not the first of the summer. As temperatures warm more motorcyclists take to the streets and motorcycle accidents increase.

Rubbernecker Causes Accident on I-15 in Connecticut

A strange driver caused a serious accident on 1-15 near Norwalk, Ct. Early Saturday morning police were called to the scene of a public disturbance where a naked man was "yelling that he was Jesus". When police arrived the man got into his vehicle and fled down 1-15.

Police were able to get the driver to pull over near Norwalk. However, another driver, interested in the unusual traffic stop, braked abruptly and caused a serious accident. A large truck behind him slammed on his brakes to avoid hitting the rubbernecker. This caused his truck to jackknife, hit several cars and flip.

Though you almost can't blame the driver for stopping to stare, the fact of the matter is that he did cause a serious, injurious auto accident. It took rescue workers nearly three hours to free the truck driver from his rig. Though the driver was conscious he did suffer serious injuries and was taken to a local hospital.

Several other motorists were hurt and 1-15 between exits 14 and 16 was closed for more than five hours while crews worked to clear the scene.

Three Truck Accident in Milford Causes Injury, Spills Fuel

An accident on I-95 in Milford, Ct. stopped traffic and sent several drivers to the hospital. According to Connecticut state troopers the accident occurred between exits 40 and 41. One tractor trailer was stopped on the interstate because of traffic. The truck behind it, a tanker-truck carrying liquid latex, was stopped behind the first truck when a third large truck failed to stop and rear-ended the tanker. This caused a chain reaction that damaged all three trucks.

According to reports some of the liquid latex from the second truck spilled onto the roadway when the tanker rolled over. Though only a small amount of the liquid was spilled the slippery nature of the latex had to be carefully removed. In addition to the latex the fuel tanks of the third truck ruptured. Firefighters from Milford had to spray foam onto the fuel to ensure that it did not ignite.

Though none of the drivers were seriously injured two of them were taken to Yale-New Haven hospital to be treated for non-life threatening injuries related to the accident.

Worker Injured During Bridge Collapse in Naugatuck, CT

A serious bridge collapse in Naugatuck, CT has injured one man. According to the Department of Transportation the bridge was being fully replaced when part of the bridge gave way. The portion of the bridge that fell had been closed to traffic and the crews were in the process of demolishing it.

The injured worker, Anthony Mariano of Middlebury, is being called a hero. The Connecticut State Police say that Mariano was running the excavating machine when he became concerned about the safety of the bridge. Mariano quickly cleared the bridge of all co-workers and was attempting to remove the machine when the bridge collapsed.

Though Mariano was originally sent to St. Mary's Hospital he was moved to Yale New Haven where he remains in critical condition.

Mariano's son, Michael, believes that his father will survive his injuries.

"He's a very holy man and our whole family is praying for him. He's a tough guy. I'm sure he'll pull out of it."

Dog Attack in Connecticut Injures Owner and her Dog

Dr. Hope Klug was walking her dog, a 2-year-old goldendoodle, when two dogs broke free from their walker and attacked her dog. Klug was in her East Rock neighborhood when the attack occurred.

According to Dr. Klug, a researcher at Yale University, the other dog, a pit-bull, broke free from its walker and attacked her dog.

"I turn around, and the dog, the larger dog, was just on us, instantly," Klug stated. "...Just biting him, he was viciously attacking him. There is no doubt he was going to kill my dog."

During the initial attack another dog broke free from the same walker and joined in. The goldendoodle suffered serious injuries in the attack to include lacerations to his leg, abdomen and genitals. The injuries required surgery at a local veterinarians office. Dr. Klug was also injured during the attack and feels that the New Haven Animal Control has not done enough to remedy the situation.

According to Animal Control there is no history of previous attacks from the dog. A kill order has come from Connecticut's Department of Agriculture.

The owner of the dogs that attacked does not believe that her dogs should be put down. Though she feels "terrible" about the attack she does not think that the dogs are a public threat. Dr. Klug disagrees.

"I want this dog out of my neighborhood; I can't imagine anyone else who wants this dog in their neighborhood."

Connecticut Dog Owners Face Penalties for Unlicensed Dogs that Bite

Across Connecticut this month local Town Clerks are asking that all dog owners license their dogs and register them with their county. June has been named "License Your Dog Month" in Connecticut in an effort to ensure that dogs in the state are properly vaccinated against rabies.

Dogs must have a current rabies vaccination certificate to get a dog license. The license is a way to prove that the dog is current on its shots. In addition, the license will help protect the dog and owner if the dog bites someone. Veterinarian Kimberly McClure Brinton stresses the importance of keeping your dog up to date on his shots.

"If an animal is not up to date and they bite someone, the owner will in most cases be forced to have the animal euthanized and tested for rabies or pay for a quarantine of up to six months."

Connecticut Census Worker Nearly Assaulted While On the Job

A census worker in Connecticut was fortunately uninjured when a teen robbed him and stole his vehicle while he was working. The U.S. Census Bureau employee was on the job collecting information when a young teenager robbed him at gunpoint, took his vehicle, and then came back to force the man to drive him to another part of town.

The federal employee was uninjured during the incident. The teen has been charged with carjacking and first-degree kidnapping.

During this year's census six census workers have died during on the job auto accidents. Officials at the Census Bureau have stated that the crash and fatality rates that affect their census takers are no higher than those of commercial delivery drivers.

Though their loss cannot be measured the family members of those who lost their lives while taking census information are eligible for survivor benefits. In addition, the Census Bureau pays for funeral expenses.

Hartford Police Ticket Hundreds for Driving While Talking & Texting

Distracted driving has reached epidemic proportions. In our digital age it's not just dropped items and children distracting drivers, it's text messaging, cell phone chats and iPod usage. Though a Connecticut law makes it illegal to use an electronic device while driving, many drivers hit the roads and "multi-task" during their daily commute. Police in and around Hartford recently set up a week long campaign to catch and ticket violators. Funds for the targeted checkpoint came from the National Highway Traffic Safety Administration.

During this particular campaign the officers involved were looking for people using their cell phones and other electronic devices. As they set up the sting near Flatbush and New Park Avenues officers quickly realized that it was going to be impossible to catch every violator. So many people were using their cell phones, texting and not wearing seat belts that the seven offices didn't have enough time to pull over every violator.

Within just one hour the focused patrol had issued 15 cell phone violations, 13 seat belt violations and seven texting violations. In addition two people were ticketed for not having proper safety restraints for their children.

The sheer number of violators, in just one area, indicates how serious the problem is. Though distracted driving is still a huge issue in Connecticut, Lt. Dave Dubiel is hopeful that the stops and citations will decrease the number of injuries and death caused by distracted drivers.

"We want to change driver behavior and we'd prefer to do it without giving tickets," said Lt. Dubiel. "We're trying to save lives one stop at a time."

Norwich, CT Motorcycle Accident Leaves Biker Seriously Injured

A motorcycle accident in Norwich, CT has left a man seriously injured.

Jordon Oliver, of Norwich, was riding north on Route 12 when he lost control of his motorcycle and hit a guard rail. The biker was seriously injured and was airlifted from the scene by Guthrie helicopter. Oliver was then taken to Upstate Medical Center in Syracuse.

The traffic accident occurred just moments after a sheriff's patrol car passed the motorcycle. The officer in the car put out a call about the speeding motorcycle, asking that area units look for the bike as it traveled north. However, within seconds of the alert being issued a 911 call was made, reporting that the same motorcycle had been involved in an accident just of a half mile down Route 12.

Emergency crews at the crash scene said that the impact of the accident threw Oliver from his bike and slammed him to a steel guard rail. Police say that his leg was seriously injured in the accident.

Man Seriously Injured in Connecticut Drunk Driving Accident

According to the Norwich Bulletin a man from Uncasville has been charged with drunken driving. The driver, 28-year-old Colby Kay, was driving on Interstate 95 in Groton when he struck another vehicle from behind. Traffic on the southbound section of the interstate was closed for several hours as police cleared the scene and investigated the accident.

The driver of the other vehicle, a Groton resident, was flown by Life Star helicopter to Hartford Hospital for serious injuries. The accident victim had to be extracted from his mangled vehicle and was listed in stable condition.

According to witnesses and police Kay was driving at a high rate of speed and was also seen swerving. Kay was not injured during the crash and has been charged with driving under the influence of alcohol and/or drugs, reckless driving and following too close.

Man Sentenced in Connecticut Hit and Run Accident

Over two years have passed since Angel Arce Torres lost his life in a hit and run accident. The victim, 78 at the time, was crossing Park Street in Harford when a car hit him and sped away. The driver of the car was chasing after another vehicle when he hit Torres.

Torres suffered serious injuries during the hit and run. He was left paralyzed and was eventually taken off of life-support. For his family, present at the sentencing, their loss cannot be measured. They spoke of his involvement in the community and his devotion to his family. The victims' only son, Angel Arce, is unhappy that the driver, Luis Negron, only received a 10 year sentence.

"It's not going to bring my father back, but still it would send a message out there that the state of Connecticut is not going to tolerate this kind of behavior."

Despite a widely disseminated surveillance video showing the accident, Negron was not immediately apprehended. An anonymous tip a year after the accident finally led to his arrest.

Memorial Honors Fallen Connecticut Workers

A permanent memorial was recently established in Hartford, Connecticut. The memorial honors workers who have lost their lives during a workplace accident. Though working men and women gather each year to honor and remember those they have lost to workplace injury, illness and violence, this year was different.

This year the group was able to gather around a monument in Bushnell Park that will forever stand in honor of fallen workers across the state. Linda Borovicka was pleased to see that workers were being honored. Linda lost her husband, a union carpenter who was killed on the job, and was there to remember him.

"It just makes me feel that he was important to everyone. He was one of those hard workers and this is very important. It's a wonderful tribute."

This year many were gathered to remember those who lost their lives during the explosion at the Kleen Energy plant in Middletown. Six workers were killed and 11 were injured during the tragic accident. The names of the dead were read during the dedication ceremony.

Work to erect the monument began more than 20 years ago. In 1987 sixteen workers were killed when the 16-story building they were working on collapsed. Now, more than two decades later, the friends and family members of workers who lost their lives on the job have a place to gather, remember and find comfort.

Connecticut Looking to Decrease Auto Accidents Through New Laws

Though rare these days there are several proposed laws that are garnering bipartisan support in Connecticut. The laws all center around one theme: Decreasing injuries and deaths on Connecticut's roads.

Representative Antonio Guerrera, a Democrat from Rocky Hill, is co-chairman of the legislature's Transportation Committee. Guerrera believes that the multiple traffic safety bills can and will be passed.

"Most of them are ready to go. Let's look at the big picture, these are public safety bills."

According to Guerrera, the bill that would raise fines for cell-phone use while driving is drawing the most attention. He believes that the law "has a good chance" of being passing this session.

Sen. Toni Boucher of Wilton agrees.

"I don't think it's a matter of if we will pass them, it's a matter of when we will pass them."

The laws under consideration include:

A bill that will protect pedestrians and cyclist by imposing a $5000 fine and community service when "careless driving" results in serious injury.
A bill that would allow pictures and video to be used against a driver who passes a bug, ignoring the stop sign displayed on its side.
A bill that would allow police to impose a fine of $75 for drivers who fail to remove snow from their vehicle. If the snow or ice not removed from a vehicle causes and accident the driver could be fined up to $1,250.
The final bill increases the fines given to those who use their cell phones while driving. Currently drivers in Connecticut are given a waiver if they purchase a hands-free device after getting a ticket. The new law would impose a $100 ticket for first-time violators.

Child in Hartford, CT Attacked by Dog

A recent dog attack in Hartford, CT has left a young child with serious injuries and lifelong scars. The 8-year-old-boy was attacked at the home of a family member.

Though the dog was up to date on its shots it was not licensed. The owner of the pit bull was cited for having a nuisance dog and failure to license. Reportedly, the owners have quarantined the dog in their home and are deciding what to do with the animal.

The child was taken to Connecticut Children's Medical Center to be treated for his injuries. The attack left the young child with lacerations on his face and back. In addition, a portion of the child's left ear was bitten off by the dog. No details were available as far as prior aggression by the dog or provocation.

The number of dog attacks in Connecticut tends to increase as the temperature rises in the spring and summer. More dogs and children, the most common dog attack victims, come outside to enjoy the warmer weather.

Connecticut Schools, Government, Weigh in on School Bus Seatbelt Use

Though a state mandate for seatbelt use on school buses has been proposed by State Rep. Antonio Guerrera of Rocky Hill, a local school district has decided not to require their buses to install seatbelts.

The issue of school bus safety was raised when a Rocky Hill teen lost his life during a serious bus accident. The incident compelled safety experts and lawmakers to determine if mandatory seatbelt use on buses could improve student safety.

A review by Torrington Public Schools has not found that mandatory seat belt use is necessary. The argument against seatbelt use on buses relies on information about the "compartmentalization" of school bus seats. This safety concept was adopted by the National Highway Traffic Safety Administration forty years ago.

According to the NHTSA, compartmentalization works by creating a cushioned compartment where the force of the crash is absorbed and distributed by the seats in front of and behind a rider. In theory this force is distributed across the entire body instead of just the head and neck. The NHTSA has also stated that using compartmentalization instead of seatbelts on buses makes evacuation easier.

Norwich Driver Injured in Head-on Car Accident

Police report that two vehicles collided on Route 156, causing serious injuries to both drivers and a passenger. The drivers, from Colchester and Norwich, collided head-on, causing serious damage to the vehicles involved and sending three people to the hospital.

Both drivers were taken by Life Star helicopter to area hospitals. The Norwich woman was listed in critical condition and the other was said to be in fair condition. A passenger was taken to the hospital for non-life-threatening injuries.

The accident took place near 343 Hamburg Road (Route 156) and closed the road for more than three hours. At the time of this report the police were still investigating the car accident and no charges had been filed.

A head-on collision is one of the more serious car accidents. Injuries sustained in auto accidents can range from head and neck trauma to spinal cord damage and internal bleeding.

Hospital Staff Members Report Workplace Violence, Injury on the Rise

Nurses and orderlies in Connecticut's hospitals assist thousands of patients each year. Unfortunately they also suffer at the hands of those they help. Violence in the workplace is very real for these heath care workers.

Accidents on I 365 and I 95 in Waterford, CT Cause Injury, Gas Leak

Two auto accidents caused damage to the vehicles involved and resulted in one minor injury. Though a tanker truck avoided tipping over the impact caused the tank to rupture, leaking gas onto the highway.

The first accident occurred on Route 32 at the entrance to I 395. The tanker jackknifed in the midst of evening rush hour traffic. Though the driver prevented his truck from tipping over the accident did cause the tank to spring a leak. The rupture caused diesel fuel to spill on the highway.

The Department of Environmental Protection was called out to assist the state police. The fuel spill was cleaned up and the large truck cleared from the roadway. Drivers were asked to detour around the scene, causing Old Norwich Road to become congested.

A second accident occurred not long after the first was cleaned up. This accident happened when a car and a truck collided on Route 85 at the entrance to Interstate 95. One woman complained of pain in her back, neck and legs. She was taken to a local hospital. She was the only person injured in the accident.

Driver Arrested After Accident That Caused the Death of a Hartford Man

A Hartford man has been arrested on charges stemming from a deadly auto accident. The driver, David Medina of Whitmore Street, was driving at over 100 mph when he slammed into another vehicle. After crashing into the victims' Toyota Corolla Medina's vehicle flipped onto its roof. Medina then crawled out of his car and fled the scene.

The accident took place at Park Street and Bartholomew Avenue in Hartford.

The driver of the Toyota later died from injuries he sustained in the crash. Medina has been charged with reckless driving, evading, driving under the influence of alcohol or drugs, first-degree murder and other charges.

Medina was served the arrest warrant the Superior Court in Harford. His bail has been set at more than $800,000 and at the time of this report he remained in police custody.

After fleeing the scene of the accident Medina broke into a nearby apartment. A woman in the apartment told police that he stood in her home "in a daze".

Hartford Attorney Files Lawsuit on Behalf of CT Hit and Run Victim

A seven-year old girl was seriously injured when a car hit her and then drove away. The driver, 18-year-old Leonita Scanlon, was driving down Dowd Avenue when she struck the little girl. Directly after the accident the teen driver fled the scene.

Scanlon turned herself in a month later, after a warrant for her arrest was issued. Aside from police action the driver and the owner of the car involved are being sued for damages stemming from the crash. A Hartford attorney has filed the lawsuit on behalf of the victims' mother.

The suit alleges that the driver was speeding, failed to grant right-of-way, failed to exercise due care, failed to give warning, failed to watch for pedestrians, failed to avoid the collision and failed to brake in time.

The car/pedestrian accident left the young girl with multiple serious injuries, some of which may cause permanent damage and possible disability. She was treated at an area hospital for injuries including a fractured pelvis, broken ribs, broken arms and multiple skull fractures.

Connecticut Warehouse Receives Fines for Worker Safety Violations

OSHA investigators recently performed an inspection of the food distribution warehouse of Bozzuto's Inc. The investigation found that multiple safety violations were putting workers at risk. The company has been cited for 25 violations. The violations included many that created a hazardous and potentially injurious situation for workers.

Those employed at the Bozzuto's warehouse, located 25 miles south of Hartford, CT, were being exposed to electrical, mechanical and exit hazards. These hazards pose a serious risk to workers who could be cut, electrocuted, caught in the machinery or prevented from leaving the building in case of a fire. These injuries are some of the more common on the job injuries.

The acting area director for OSHA, Kang Yi, stated that, "it is imperative that the company take effective action to ensure that all such conditions are corrected and do not reoccur."

Work condition safety violations included 20 serious citations with fines of over $550,000. Five other citations warranted another $3,000 of proposed fines. These fines were levied against the company for failing to keep accurate records of injury or illness.

The tragic industrial accident in Middletown, CT has shaken a community and taken the lives of seven workers. It cannot be overstated how sad and sobering this event was. What is most disturbing is the possibility that the companies overseeing the construction project did not do enough to protect their employees.

Children Injured in Hartford Bus Accident

An afterschool bus accident injured nine children in Hartford, CT. The bus was driving too close to an SUV in front of it and rear ended the vehicle at an intersection. At the time of the accident the bus driver, Linda Torres, was taking the students home from an after-school program at Global Communications Academy. The principal of the school and several parents were at the scene of the accident.

The accident occurred at the intersection of Weston and Jennings Road in Hartford. Police and emergency medical services responded to the accident and worked to treat and access the condition of the children. 21 students, ages 6 through 14 were on the bus and nine were taken to Connecticut Children's Medical Center by ambulance. All of the injured students were treated and released the same day.

At the time of this report the condition of the occupants of the SUV were not available.

The bus driver, Linda Torres, was unharmed in the accident. Police issued her a ticket for tailgating.

Injured Workers File Lawsuit after Middletown Power Plant Explosion

The February 7^th explosion at the Kleen Energy Systems plant in Middletown, CT was a tragic example of what can go wrong on an industrial worksite. To date seven workers have lost their lives and at least 20 sustained serious injuries. Two of the injured workers have filed a lawsuit.

The lawsuit alleges that O&G, Keystone Construction and Maintenance Services and Kleen Energy Systems failed to contain the natural gas being purged. They allege that the purging was allowed to escape, ignite and cause the explosion.

An attorney for the injured electricians, Timothy Hilliker of Glastonbury and Harold Thoma of Bolton, filed the lawsuit in Hartford Superior Court. The workers' attorney said that proper safety precautions were not followed. He asserts that safety violations such as live electricity running through the site, workers welding and a gas fueled torch heater may have caused the gas to ignite.

The lawsuit maintains that workers were not warned of the dangers of the uncontained, purged gas.

The electricians suffered head injuries, loss of consciousness and severe pain.

Tolland County Bus Driver Arrested for Multiple Accidents and DUI

A Tolland County bus driver was arrested after causing two accidents in one day. The first accident occurred at about 12:30 p.m. The driver, Dina Johnsen of Vernon, was traveling on North River Road in Coventry when she struck a guardrail. The accident went unreported and would have remained unreported if a student on the bus hadn't told his mother about the crash. The students' mother immediately called the police to report the incident. The boy suffered minor injuries.

Later the same day Johnson was driving a minivan in Vernon when she crashed into a car that had stopped for a school bus on West Street. When police arrived on the scene they administered breath tests to Johnsen. The bus drivers blood alcohol level was found to be .196 and .186 percent. This is well above Connecticut's legal limit of .04 percent.

Johnsen, who was employed by Access Transportation, was reportedly fired the day of the crash.

Johnsen has been charged with risk of injury to a minor, second-degree reckless endangerment, evading responsibility and driving too fast for conditions. She was released without having to post bail and will have to report to court on March 1 in Rockville.

East Hartford Lawmaker Proposes Mandatory Motorcycle Training Course

Stephanie Pelletier lost her 19-year-old son, Nicholas Cohen, in a motorcycle accident in 2008. The East Hartford mother has asked lawmakers to change the now optional safety training course to a mandatory course for first-time motorcycle drivers. Rep. Timothy D. Larson, D-East Hartford, spoke with Ms. Pelletier and has proposed that the course be mandatory for all new bikers.

Pelletier believes that a mandatory safety training course may help reduce the number of motorcycle accidents in Hartford and across Connecticut. Though she knows the proposal may take awhile to become law, she is hopeful.

"I know it's going to be a long process, but at least we got the ball rolling," she said.

Another concern of both Pelletier and Larson is that many people, Pelletier's son included, never get a permanent motorcycle license. Instead bikers may test for a temporary permit twice a year. Even if a motorcycle driver fails their road test they can reapply for a permit. This can leave unqualified bikers on the roadway.

Larson believes that a change in DMV policy may reduce the number of motorcycle crashes in Connecticut. The Commissioner of the Department of Motor Vehicles Robert M. Ward agrees. Ward has spoken with Pelletier and Larson and has indicated that the department is in favor of the proposal.

If passed, the law would require that every driver seeking a motorcycle license endorsement for the first time take the Connecticut Rider Education Program. The program, offered by the Connecticut DMV, can be taken at several locations across the state. The cost of the program is currently $200.

Investigations into Middletown, CT Gas Explosion Continue

The Middletown gas explosion that has now claimed a sixth victim is still under investigation by local police and fire officials, OSHA and the State of Connecticut. New information has revealed that a worker issued an evacuation announcement moments before the blast occurred.

The last-minute warning was issued when monitors picked up a spike in airborne natural gas. One of the men watching the monitors was killed, the other seriously injured, when the gas ignited, causing an enormous explosion.

Investigators believe that the purging of gas lines, done to clear other gasses and debris from the lines, caused the gas to pool in a courtyard. The courtyard was located between two 200-foot-tall towers. The concern is that the lack of air flow caused the gas to collect in the confined area. According to a combustion engineer a lack of ventilation may have caused the gas to remain in one area.

"You'd be relying on natural ventilation. If the air flow is impacted, dilution is affected."

Normally wind and air currents would disperse the gas. However it is believed that the gas pooled into the area and made its way into the building by way of temporary wooden doors. Investigators have seen signs that point to the blast coming from the courtyard into which the gas was being purged.

Many workers had been concerned over the smell of gas. There are reports that some of the workers complained of lightheadedness. Some workers left the building on their own accord before the warning was issued. Others aired their concerns over the safety of having welders working while the odor persisted.

Investigations are ongoing and today yet another worker lost his life due to the injuries he sustained in the explosion. Six people have lost their lives and a dozen were injured during the catastrophic accident.

Three Branford Roofers Injured When Ladder Hits Power Line

Roofers with All Aspects of Carpentry were beginning work on a commercial building in Branford, Connecticut when the ladder they were moving tipped and struck a power line. Two of the men went into cardiac arrest and had to be revived by a coworker and paramedics. One worker suffered severe burns.

All three are recovering in area hospitals. The owner of the company, William Twyford, was listed in stable condition. The other men, brothers Roy and Travis Moody, were listed in critical and serious condition.

The power line is close to a substation and runs the length of the street. Because of this the voltage in the line was very high, estimated at 13,200 volts. The line is about 15 feet away from the building that the men were working on.

Fire Chief Jack Ahern reported the accident to the federal Occupational Safety and Health Administration. Officials from OSHA have begun an investigation into the incident.

Accident in Middlebury, CT Involves Tanker, Delivery Truck

Police and emergency medical services responded to an accident involving a tanker and delivery truck in Middlebury, CT. The tanker was holding 1,500 gallons of propane when it hit the delivery truck.

Both vehicles were traveling east on I-84 at about 60 MPH when the tanker lost control around a bend. The tanker struck the delivery truck, sending the tanker into a guardrail. The tanker then began to leak, prompting authorities to close the interstate for several hours.

The propane truck driver was injured in the crash, complaining of back pain. He was taken to Waterbury Hospital for the treatment of minor injuries. The trucker was ticketed for speeding and operating with defective equipment.

The driver of the delivery truck was not injured. However, he was cited for operating a motor vehicle without a license.

Slip and Fall Law Suit Settled

The family of a woman who died after slipping and falling in a Wal-Mart will soon be done with a lengthy legal battle. The husband of the accident victim filed a slip and fall lawsuit against Wal-Mart in the death of his wife.

The case has been settled out of court a month ahead of a scheduled trial.

David Lehman, the victim's husband, accused the store of negligence in the death of his wife, Julie. He alleged that a slip and fall in the automotive department of the store led to his wife's death a week later. Mrs. Lehman was in a Rapid City, SD hospital undergoing surgery for a blood clot in her brain when she died.

The amount of the settlement is not yet available as it must receive the courts approval.

Dogs Attack, Kill Man in His Own Home

A Chicago man was found dead in his home earlier this month. It is believed that the victim, 56-year-old Johnny Wilson, was killed by a pack of dogs that lived in the house. Wilson's daughter lived with him and found her father when she came home. The daughter was raising the dogs, which included at least four adults and two puppies.

Wilson was said to have suffered extensive head, chest and upper body injuries. The official cause of death was listed as hemorrhaging caused by the multiple bites.

A niece of Wilson's, Tracy Wilson, was distraught to hear the news of her uncle's passing.

"He'd give the shirt off his back, that's just how he was," she said.

Neighbors, such as Avantis Smith, were shocked to hear the news. Smith has lived in the neighborhood for 20 years and had seen Wilson walking the dogs in the past. Others believed that the father and daughter had good control over the dogs.

Animal behaviorist Suzanne Hetts believes that this attack might have been caused by the pack mentality that groups of dogs often have. She believes that when one dog acts the others can "jump in and do the same thing."

Bus Accident on I-84 Raises Safety Issues

The January 9^th bus accident that ended the life of a Rocky Hill, CT teen is under investigation by both police and the Department of Motor Vehicles.

The DMV is responsible for inspections of school buses and their drivers. Inspections usually occur annually, and during a 2009 inspection the bus involved in the crash was found to have five separate violations. According to the inspection report the more serious of these was a "brake lining loose and missing sections".

Though the bus was taken out of service that day a document signed by the shop manager for Autumn Transportation and Specialty Transportation Inc. stated that the brakes had been repaired the same day. The DMV uses these statements to clear buses for use and usually does not require a second inspection.

The concern in this case is that before the recent accident Specialty Transportation and Autumn Transportation had been cited with submitting a false report to the DMV and filing a false statement. These charges were filed after inspectors returned to find that buses had not been repaired, despite written statements that they had been.

Both companies were on an informal "watch list" within the DMV due to ongoing problems repairing their buses. DMV inspectors have checked the bus involved in the fatal accident for signs of equipment failure. However, officials have not released the report due to the ongoing police investigation.

Deadly CT Bus Accident Investigation Continues

The bus that recently crashed, taking the life of a Rocky Hill, CT student, was taken off the road months before the accident occurred. The bus was briefly taken out of service but its driving status was reinstated when the shop manager for the bus barn issued a written statement that claimed that the faulty brakes and other safety issues had been resolved.

Though the DMV routinely accepts these statements and does not require further proof of repair the company that maintains the fleet of buses has come under fire for lying about repairs. Last year, Specialty Transportation and Autumn Transportation were cited for submitting a false report to the DMV and filing a false statement. These citations were issued after inspectors found that work reported to be done on the buses was not completed.

Even though the charges were cleared before this month's collision the honesty and integrity of companies that provide buses for hundreds of children have come under fire. Both companies were already on an informal "watch list" because of ongoing problems repairing their buses.

Is pedestrian safety anybody's priority?

According to a new national study, Connecticut under-invests its federal transportation dollars in pedestrian safety.
Statistics gathered by Transportation for America and the Surface Transportation Policy Partnership show that 12.6% of our state's traffic fatalities in 2008 were pedestrians. But when it comes to spending for pedestrian safety, less than 2% of the transportation funding we got from the federal government was used to make roads safer for walkers and joggers.
When the pressures of hard economic times seem to bring out the worst in many of our drivers, when more people are walking to get where they have to go, and when even Governor Rell urges us to vacation close to home and enjoy our cities' cultural events, doesn't it make sense to devote a larger share of our federal transportation dollars to protect pedestrians? This is not a call to spend more-just to consider spending what we're already getting a little differently than we have been.
Of course, there are worse places to be walking than in Connecticut. In fact, the most dangerous large metropolitan area in the country for pedestrians was in Florida: Orlando-Kissimmee. So if you choose to travel to Disneyworld instead of visiting a nearby Connecticut attraction, think twice before you walk outside the resort!
